US President Donald Trump has suggested that South Korean shipbuilders might have a significant role in upgrading and broadening the US Navy, signaling potential ship purchases from foreign manufacturers. During his address at the Pennsylvania Defense and Innovation Summit, Trump underscored the necessity of bolstering the aging naval fleet and mentioned that Washington is looking at closer collaboration with South Korean firms and others from different countries.
In line with this initiative, Trump announced plans to construct two National Security Multi-Mission Vessels at the Hanwha Philly Shipyard in Philadelphia, a project estimated to be worth about $1.5 billion. His remarks come at a time when defense collaborations between the United States and South Korea are intensifying. South Korean President Lee Jae Myung recently disclosed that Trump had inquired whether South Korea could swiftly build 10 US naval ships, a topic that was further explored during recent international discussions.
The US Navy and Pentagon have reached out to prominent South Korean shipbuilders, including HD Hyundai Heavy Industries and Hanwha Ocean, to evaluate their expertise in designing and constructing combat vessels. Hanwha is seen as strategically positioned to capitalize on this partnership, having acquired Philadelphia-based shipyard facilities in 2024 and seeking licenses to manufacture military ships within the United States. Concurrently, HD Hyundai and Samsung Heavy Industries have strengthened their collaboration with American firms to penetrate the US naval shipbuilding sector.
However, despite the growing partnership, substantial legal challenges persist. Current US regulations limit the construction of Navy vessels to domestic facilities, implying that any foreign production would necessitate legislative approval or special waivers. This regulatory hurdle remains a significant barrier to realizing international cooperation in naval shipbuilding.
